One possibly option is to move the transit lines one or two blocks over (14th or 15th St). This would free up 16th to restore the pedestrian mall concept. Raise the street level same as sidewalk. Austin also has horrific zoning laws that force density into a few small areas. Attempts to upzone can be stopped by about 20% of the residents of a neighborhood objecting. It’s a zoning code written exclusively for NIMBYs.

Worked at the mill in Lincoln. Tamara and Dan take great pride in the fact that their coffee shops tend to begin the creation of a neighborhood when they open. It seems like they’re already off to a great start on Leavenworth, even a few days in!
