They're most likely waiting to set up the tower crane until the crane they've been using doesn't reach high enough. Simple as that. Douglas and Sarpy really should have been 1 county, when you compare their relative sizes to other counties in Nebraska.
Keeping them separate probably had something to do with the early rivalry between Bellevue and Omaha.

I agree.... (but maybe not for the exact same reasons) the further west you build a North Freeway connection to I-680 & HWY 75 north of I-680, the more useless it would be. Sorensen pretty much handles the traffic to and from NW Omaha and DT.
