While this isn't too-notch architecture, I'm generally pleased with how this turned out. The facade could be better, but they did an exceptional job hiding the parking underneath, which I give them major credit for, when so many still throw up a surface lot that breaks up the whole pedestrian street...

I think it looks really nice, and a couple more buildings in the open lots will really tie it in. It actually looks more to me like the downtown buildings left standing after adjacent buildings have been demolished, rather than too big for the space. More like it's asking for some companions ;-)

Yeah, they've really been working on this the last couple weeks. I haven't looked closely, but I'd guess they're installing augercast piles. That's a sign of a pretty large structure, since a smaller one would use cheaper shallow foundations.

My guess is that they're doing a more intensive exterior rehab and stripping paint (which most likely contains lead). I agree. There are enough existing frameworks for development authority, that I don't see the need for an entirely new one just because it's a "riverfront". It's makes more sense for it to fit in with a larger-scale plan for the adjacent downtown and north downtown area anyway.
