What is the law against building height in the downtown Lincoln area, there's a height constraint because of the Capital, right?

I currently live in this building, and it is definitely what Lincoln needed for their college population. Downtown living has really increased for college students these past few years. Plus it is quite a good addition to their downtown in my personal opinion.

What's the timetable for this project to come to fruition and they break some ground? It seems down the road, but it would be a nice project, and would significantly help midtown and downtown connect.

Walked around the area today and got a real good vision for what the final product will look like. This is really going to be big for Lincoln, the Haymarket will have a complete new look. The city has certainly turned the corner and seems to finally be in a "pro development" state.
