There was only one parking garage with spots. Made the mistake of waiting in long line for it and when about 5 spots from getting in it sold out. Then we were sunk. They just updated that article. Looks like police won't ticket drivers while the service is free for these first 2 weeks but when they start charging they will "go out onto the streets and try to pick them up and cite the driver and impound the car".
