They are paying for this building out of their own pocket. They probably built what they could afford. The design is pretty standard for HDR. Judging from their portfolio, it isn't watered down compared to what they normally produce for clients. That said, the hype was probably a little much. I've eaten at the top of the (then) Red Lion Hotel on 16th and Capitol. A good view, but... there's nothing to look at. An observation tower needs other landmarks to view.
