At one point, there was talk that Borsheims was going to move out there... Also, I would not want to live in those row houses next to all those retail buildings and commercial offices. A long time ago, there was a proposed plan to build a cover over the railroad tracks and Arena/Convention Center Loading Docs from the (what was) Qwest Center. If that was done, this would not have been needed, plus that would have made this entire area more connected.
