I wouldn’t say that the urban/suburban line should be based on city limits. Omaha has a lot of suburban area within its city limits. heck, even NYC does. I would believe that MoO wants to get out of developing all of this themselves with their move to Downtown.
But I'd actually prefer multiple developers here. It should maximize the odds of at least one of the lots getting something more interesting than 5 over 1.
