For marijuana, I'd use the existing model used for Colorado's medical marijuana system. Dispensaries are liscensed, regulated, and taxed by the state. They are seperate shops that sell one kind of product.

S33, how do explain the aforementioned lower than U.S. rate of high school students in the Netherlands using marijuana? Its legal there and their use is lower. Again, are you going to start banging H just because its decriminalized? I think your fears of skyrocketing use are unfounded.
