Missouri River Research Station

Sounds like initial plans were released in 2014, but here is an update on the project:

After delay, work on Missouri River Research Station is ‘full speed ahead’
Now Kolok’s Missouri River Research Station is ready to start construction on phase one at American Heroes Park in Bellevue. The plan features aquariums and data-collecting technology suspended 20 to 25 feet above the Missouri River in a space no bigger than a bedroom. Future installments will include a plaza with trees, benches and interactive displays outside the station and a 40-foot observation tower.
Kolok, director of the University of Nebraska at Omaha’s Nebraska Watershed Network, introduced the project in November 2014.
After an original goal to have the station open by last summer, the project is now expected to open this October.

The Missouri River Research Station will be a 250-square-foot space for scientists, students and citizens to better understand the environmental effects of agricultural chemicals, for instance.
It will connect with the watershed network’s current station on the Elkhorn River. It will be the second step in what will be a three-station network to provide data on Omaha-area rivers.
Kolok said the Missouri River project’s first phase will cost about $340,000.
