'More major stores could be coming to the Bluffs.

A development group is proposing an 85-acre commercial complex just southeast of the Lake Manawa Power Centre shopping area.

The complex would have major retail anchors and smaller stores, said Mark Andersen, one of the developers and president of Andersen Construction in Council Bluffs.

Andersen declined to say which stores are being looked at for the complex.

"I've worked on this project on or off for almost four or five years," Andersen said. "We're looking at a nice retail area."'..

I'll believe it when I see it, as the saying goes, as this is not the first attempt at developing this property (formerly the CB airport, before the interstate came through).

It is a prime spot, visibility-wise, but access is a bit of a problem, not to mention the amount of fill necessary to develop this site. I would see that as probably the biggest hurdle the developers are going to run up against, as there will inevitably be major opposition for any site within reasonable distance for borrow material.

More on the proposed development in today's Nonpareil:

Proposed mall aims for major anchors
Mark Andersen, one of the developers, described the proposed center as "very Class A retail."

"It's going to be similar to the (Lake Manawa) Power Mall, but more upscale, a lot of upper-scale landscaping," he said.
and
The proposed center would be built on more than 80 acres and offer nearly 500,000 square feet of retail space.

"There's been interest by a number of retailers," he said. "We're looking at major anchors, restaurants and banks. This is a large project. Council Bluffs is growing, and there's need for retail development there. It's a good transportation site, and more and more homes are going up. Interest is growing."

If the council approves the agreement, infrastructure for the project could begin in the spring, Jovin said, with buildings going up as early as next fall. It could be totally completed in 2008 or 2009, he said.

Hopefully it's MUCH nicer than the 'power' center which was very poorly planned. It looks like they just poored concrete for an enormous parking lot and then starting dropping big boxes and restaurants down onto it.

It would also be nice if they could provide some kind of buffer to put some distance between all the truck stops/truck repair/truck dealer businesses.

I agree with you loyalomahan, the 'power centre' has evolved rather poorly. As I remember it, the original concept for the power center presented to the city was more akin to what we see now at Village Point, with smaller stores and more of a "village" feel to it, but someone in their infinite "wisdom" thought that the plan would devolve into a series of strip malls and thought the area needed some "big" stores, so this is what we end up with. :roll:

As far as the truck stops and what-not, this new area would be south and east of the power centre, so quite a lot of buffer from the truck stuff.

Perusing the Kimco (the proposed developer on the project) website, I see the anchors they've drawn on some of their other large projects include Target, Kohl's, Ross Dress for Less, Big Lots, and Savers, to name a few. Not exactly what I envision when I hear the project proponent spouting "very Class A retail". Maybe we'll hear more after tonight's city council meeting.

Bluffs to help develop retail area
Under preliminary plans, the center would have two major anchor stores and eight smaller retailers. Co-developer Mark Andersen would not disclose which stores were being discussed.

He said he hopes that ground can be broken in the spring for infrastructure, with construction of buildings starting in fall 2006. The plan is to have stores open in 2007, he said.

The center would have 11 lots next to Interstate 29 for businesses such as fast-food restaurants and banks. A corner lot off the Interstate and South Omaha Bridge Road might contain a midsize motel, said Dennis Hoth, one of the developers.

In the middle of the center would be a water feature surrounded by about six sit-down restaurants.

Initial drawings of the center were shown to the City Council, which approved a development agreement between the city and the developers to get the project moving.

The drawings show two major anchor stores, one of them with up to 67,000 square feet of space, on the west side of the center along with nine smaller stores, all of which would face a large parking lot.

A new three-lane road going north and south through the middle of the center would stretch from Highway 275 north to the Power Centre. East of the road would be a lake of three to four acres in size with six sit-down restaurants around it, the drawings showed. On the far east portion of the center, as many as 10 buildings for fast-food restaurants, banks or credit union facilities could be built, according to the drawings.

A hotel of three to four floors with up to 150 rooms is also hoped for. Other shops could be built further south of the lake, the drawings showed.
and, the kicker...
Things could change, however, Martin said.

"It's tentative as far as the specific number of tenants," he said. "We're wanting to get a mixture of various size tenants, but the number could vary."

"There's interest, but no commitment yet," attorney Larry Jobeun said of the retailers.

There's been quite a little activity near the site lately with the Hwy 275 reconstruct, but very little word on the development. Looks like things will become a little more public in a few weeks, although it seems they've possibly scaled back a little from the original proposal:

Metro Crossing to get a look from Planning Commission
Plans for the Metro Crossing Shopping Center have been delivered to the city's Community Development Department and will be on the agenda for the Planning Commission's Aug. 8 meeting. The group will then make a recommendation on the plans to the City Council.
The drawings indicate a Kohl's department store is planned as an anchor store, but Anderson could not confirm that will be the case. A phone message left with the retailer's public relations department was not immediately returned.

Individual stand-alone buildings are proposed for the east side of the 85-acre development with attached units, similar to a strip mall, on the west. There will be more than 500,000 square feet of retail space in the project.

A pond in the middle is to be surrounded by smaller units. The plans call for 19 lots and three outlots, some of which will be used for water drainage and retention.

Definitely significant, I too hope it gets built. The Planning Commission meeting will be more interesting than usual, that's for sure.

Excellent, excellent. I really hope this pushes some more of CB's development to the south. There's so much virgin land there and it's prime real-estate. You name it and it's within a 10 minute drive. Maybe clean up a few eye-sores, add some neighborhood retail, and it's money.

Metro Crossing shopping center closer to approval
The developers of a proposed shopping center in eastern Council Bluffs cleared one hurdle Monday night, but others remain before construction can begin.

The City Council unanimously approved preliminary plans for the Metro Crossing shopping center. The center would cover about 85 acres west of Interstate 29 and north of Highway 275.
Initially the developers told the city that they wanted property tax money to reimburse them for $4.5 million in infrastructure costs. Now the group is asking for $6 million in property tax money.

Andersen told the council that developers' costs will go up because the city is requiring a new five-lane road, instead of the three lanes that were proposed. They said the extra lanes and traffic signals will cost them about $820,000.

Yep, it all takes a little bit more time. And from what I'm hearing, pretty much all the ducks are finally lined up in a row, time to start pulling the trigger now. Should hear more on the tenants they have lined up in maybe 4 weeks (or maybe wishful thinking on the part of a source, we shall see).

Apartments for seniors, shopping development receive City Council approval
The council approved preliminary plans for the Metro Crossing Shopping Center to be located on 85 acres west of I-29 between the South Omaha Bridge Road and Lake Manawa Centre subdivision, near the Lake Manawa Power Centre.

It would offer more than 500,000-square feet of retail space, enough room for as many as 30 different stores, restaurants, banks and possibly a hotel. Kohl's Department store is a possible tenant, City Attorney Richard Wade said.
Recently, however, a traffic study found that a key road into the complex would need to be widened from three to five lanes in the years ahead. City officials have recommended that the developers do that widening as the center is being built, instead of later on. The estimate for this work is $822,000. The price of supplies and equipment has also risen nearly $700,000 recently. This means that slightly more than $1.5 million could be added to that $4.5 million in tax rebates, which the developers have requested. The length of the rebate TIF would also increase by one year, Wade said.

Update - Nothing announced as far as stores yet, I think maybe before end of year something will be announced. Dirt work is well underway, with something like 25,000 loads of dirt to be hauled in from the Iowa Western dorm construction site, to raise the entire site above the floodplain and to surcharge the building pads.

For 10 hours a day, including weekends, over the past month, at least 20 - and sometimes as many has 30 - trucks have worked continuously to haul dirt to the future site of the Metro Crossing shopping center. The work is scheduled to continue into next summer.

In the end, more than 850,000 cubic yards of dirt will be hauled in. That amount of dirt piled on a football field would be 398 feet deep. The Nebraska State Capitol is 400 feet tall.
Some other major dirt-hauling efforts:

• ConAgra campus - close to 800,000 cubic yards.

• Qwest Center Omaha - more than 600,000 cubic yards.

• Shadow Lake Town Centre - No dirt was brought onto the site, but about 3 million cubic yards were moved to soften hills and relocate a creek.

It looks like a Kohl's, Petsmart, and Hobby Lobby in that picture. Who knows if it's accurate...but I could easily see those there (my mom would be super happy to see Hobby Lobby). You'd think they already have major tenants before they started construction.

OK, we'll see if the 5th time is the charm here....

Lots couldn't be sold until final plat was approved by City Council, which happened last night.  Given the amount of fill to haul in, they felt confident enough in all hoops being jumped through to go ahead and start hauling in already and get as much moved before the ground freezes as possible.  Main anchors should be named within 60 days, I'm hearing.

The rumors are true, Kohl's will be an anchor store for Metro Crossing:

Kohl's coming to Metro Crossing
Plans for construction of a Kohl's department store at the new Metro Crossing Shopping Center at Interstate 29 and Highway 275 have been filed with the city, confirming that the Milwaukee-based retailer will be an anchor tenant in the new development.

The plans call for the 67,500-square-foot building to include a beauty bar and jewelry area just inside the front doors. The layout of the single-story structure appears similar to other Kohl's stores in the metro area.

The first wall of the new Kohl's store went up yesterday, and this was in the paper as well:

Metro Crossing moving forward
Metro Crossing Shopping Center is beginning to take shape.

A deed filed at the Pottawattamie County Auditor's office indicates Kohl's Department Stores has purchased a lot from developers Kimco Realty Corp. and Metro Crossing LLP for $770,000 for roughly five acres of land. The document indicates the sale was made Feb. 27 and filed on March 12. . .

Hoth said he couldn't comment on any retailers until the businesses decide to make their own announcements.

"We're looking at this fall, that stores will start opening," Hoth said. "I think everybody in the entire marketplace is going to be excited about how this ends up looking."

He described the Metro Crossing as an upscale shopping center with a new look and a number of water features. About 20 to 30 retailers are expected to locate there, with the store openings continuing through 2008.

Things appear to be progressing quite nicely.  Looks like the drives in and out are paved from Hwy 92 and a fair portion of the lots and drives in the center are done.  Kohl's looks to be nearing completion, they recently placed signage on the outside of their building.  No other buildings going up the last time I was by, although a couple pads looked to be nearly ready to go.  Someday.....(it's nice to dream)...I might have a chance to snap some pics.

A free-standing discount superstore is apparently coming to the Metro Crossing Shopping Center, now under construction near Interstate 29 south of the Lake Manawa Power Centre, according to information on the Council Bluffs City Council agenda Monday evening. . .

"One of the proposed changes to the development plan is the replacement of a 'strip' type row of buildings with a free-standing discount superstore," according to information in the packets provided to the council members and media. . .

It's a distinct possibility...although I somewhat doubt Kohl's would have signed on to be next door to a Super Target twice as big as their store.  We'll see tonight who it is for sure.
