Despite neighbors' concerns, the Council Bluffs City Council Monday evening approved on a 3-to-2 vote the preliminary plans for a project that would offer 120 condominiums around a small commercial area.
The proposed project, known as Orchard Village, would be located on 23 acres along the west side of State Orchard Road, north of Greenview Road and south of the Briarwood subdivision. . .
