The greatest lie this nation has told its people, is that their plight, whatever it may be, essentially handicaps them - economically and socially. And then, once that lie has been told, who is waiting with open arms of welfare assistance - housing, food, education, utilities, and etc? None other than the liars themselves.
I feel like these communities are living in a giant Truman Show-like bubble of poverty, absent parenting, welfare and violent crime, and there's two paths each individual can take, but only one leads you outside of the dome; Entitlement or empowerment.
The entitlement path comes directly from victimization, and the worse their lives are, the more they are entitled to(see Coyote's story above). A simple innocuous contact between a figure of authority and a "victim", entitles him or her to a monetary reward. This sort of litigious freedom has extorted millions of dollars from Douglas County in previous years, and billions from cities around the country.
Then there's a path of empowerment, which is seldom taken and is a course for those who do the right things and have a general sense of direction (get educated, take pride in themselves and their work, and most of all, respect the law). Adversity actually empowers these people, and makes them want for better.
Obviously, it's far easier to follow the path of entitlement, because that requires nothing of you, only to sedentarily exist as a victim in perpetuity.
To be honest, if I grew up in that community, I'm not sure which path I would have taken. But as an outsider, I can comfortably say, that the blame (from here on forward), is on them. There's no amount of money, white collar job availability, or police, that can help people who don't help themselves.
