Shocker, no southern states in the Top Ten (barely crack the top 20). Â It's amazing what low property taxes can do for your education system.

I've been to Chicago many times. Â The taxi drivers there an in NY City are a gaggle of freaks. Â I'm surprised they are issued a license to drive. Â Public safety is certainly not on their agenda.
