I was under that impression too until I read the new defintions by the Office of management and budgeting (OMB). Â They said it is the 'sum' of the percentage points. And here is the new definition of the Combined Statistical Area:
Combined Statistical Area—A geographic entity consisting of two or more adjacent Core Based Statistical Areas with employment interchange measures of at least 15.
Previous definitions said 15% - 25% of the 'Employment interchange measure' required state legislature approval while the new definitions state 15% is now the threshold with or without the approval. Â Omaha - Lincoln had a 14.7% interchange in 2000 which has since increased to over 17% (almost 19% if you include the upcoming addition of Fremont to the Omaha MSA).

I thought it was related to commuters between the two areas, and there weren't enough. Â In the end does it really matter? Â When the Omaha metro goes over a million it's a milestone. Â If Streets' dreams come true some day and the two become one with a 20 lane highway between them then they will be a CSA.
Yeah i saw that. Â Above I had included the information provided by the OMB which stated the relaxed rules of what now constitutes a CSA and the update commute patterns by the state of Nebraska...
I don't know what to think... Maybe the state of Nebraska's commute pattern data is wrong or the OMB used a different set... Not sure and certainly not surprised by this.
