They meant it somehow in a good way. They are referring to young business startups, who are often broke and single.

The article didn't strike me as a downer.  Mostly, it was cities that had relatively low cost of living and enough entry level jobs that paid well enough to have a life there.   We came in 8th.  Pretty good, and we could be better.
