How do they define "projects"

How much $$$?

New projects?

Projects underway?

Projects completed?

Are government projects included?

I guess that Omaha didn't really surprise me but Sioux City did...wow...

That article on Sioux City is very interesting.  I haven't paid much attention to the city in a long time.

It's a good read (not sure if you had a chance to) but the general impression i got was just projects in general; Sioux City's big one they are looking at for this year is a $10 billion oil refinery (second largest project in US history, behind the big dig in Boston).  They talked about Ikea building a huge facility outside of Chicago, and tech jobs in Greensboro.  In the article, it was mentioned about businesses choosing different cities for different reasons (climate, economy, etc), which is why cities not in earthquake zones, hurricane zones, etc, were more prevalent in the decisions made by companies to pick each respective city.  To answer your questions, in order:
1.  Didn't specify; seemed to be anything more significant than filling a pot hole
2.  I think it includes all projects going on, whether it be already started/ready to be started
3.  Uh, see number 2.
4.  Ditto.
5.  Didn't seem to be, although it was never really specified
