The comparison of all 50 states is issued each year by the Washington-based Congressional Quarterly Press. It looks at 44 categories, including education, public safety and environmental statistics.
Iowa’s ranking on the list is up from fifth place last year and sixth place in 2007.
Gov. Chet Culver says the move up to the number two spot shows that Iowa is a great place to live and raise a family.
Officials with the Iowa Department of Economic Development say it also shows that the state is a good place for business, tourism and recreation.
Wyoming ranked first, followed by Iowa, New Hampshire, Minnesota and Nebraska.
