The developer has until 2012 to build X-number of square feet of retail, but will not start construction until they have 60%+ of the space leased. Â Until the retail market starts picking up steam, they're not going to get 60% of their space leased.
If things turn around 1st quarter next year, they could still conceivably get this done.
