Tumbling down from the spillway of Kearney Lake over a boulder-strewn canal bottom, the agitated water "has the potential to become a world-class water park," said Rick McLaughlin, a Denver engineer who has designed kayaking venues across the country. "You could do an Olympic-caliber course."
