If I were to open a new business in Omaha, either a retail center or out of home, who do I contact for the city of Omaha to do this?
Or is this done through the IRS?

Omaha does not have a general business license. There are no "license hanging" or similar requirements.
You'll need the Nebraska Sales Tax permit, and you can contact the Secretary Of State in Lincoln for info about incorporation or LLC.
You can get the Federal Employer ID number from the IRS.
