PBA alcohol question for Omahans

The Omaha World Herald had an article a bit ago regarding the consultant's recommendations for finances at PBA. Regent Daub was asked about it and part of his reply is below. I honestly am not sure what he means when he talks about the "differences in the two campuses and communities". I highlighted communities because I'm curious what others think that means?

From the Omaha World Herald:

Omaha Regent Hal Daub said he’s “reluctant” to allow liquor sales at the Lincoln arena but is open-minded overall.

“I urge people to not look to alcohol as the easy solution,” he said

Daub said that he sees nothing wrong with allowing alcohol sales at UNO’s new Baxter Arena and not at the Lincoln venue because of the differences in the two campuses and communities.
