Outlet Center Council bluffs
Has anyone heard anything about this? Â On Loopnet I was looking at the flyer on the Marketplace and on the map it showed the Outlet Center by Continental on the Sapp Brothers Truck Stop site.
Well, that would tie into the rumor someone on here was pushing about some of the truck stops at this intersection moving to another intersection in town. Â And why a certain parcel of land that was to be used partially as a stadium site is now being offered in toto.

All of the land north of Sapp Brothers has been bought and is currently being leased to the businesses that stand there. Â They will eventually be removed and that area will be demolished for a strip mall. Â However, I have not heard of it being an outlet center. Â As for the Sapp Brothers truck stop... Â A long time ago, the city of CB offered the land right on the corner between the interstate and IWCC. Â Since then, the land was bought, dirt moved, and then given to IWCC. Â Since it is not city owned now, Sapp Brothers said the city backed out of the deal so they did as well. Â They will not buy the land. Â They have stated that they will stay right where they are until the city can come up with a viable solution for them.

From the few stores that I can make out on the map it looks like: Victoria's Secret, Columbia, Timberland, Adidas, Polo/Ralph Lauren, Talbot, Ann Taylor Loft, Tommy Hilfiger, Perry Ellis, Calvin Klein, Nautica, DKNY, American Eagle, Aeropostale
This has to mean that the truck stops will have to move out of there...hopefully.

it looks like (when you click the link) part of it is located next to mid-America center (in all the empty bays, maybe with some expansion). Â Look by where the fountain is on the right side of that picture and it looks like part of what is already there. Â I can't really see them getting rid of the truck stops (though i wouldn't mind it a whole lot, it's busy and I've almost been nailed by a semi on a couple of occasions because they take for granted that some of the turns are really tight). Â I think they're pretty profitable, they always seem busy. Â This would be a cool thing to have, but it would most likely spell certain death for the mall of the bluffs. Â The only big things they'll have left are Dillard's, sears and Barnes & noble. Â Sears is never busy at all...i see it going soon.

I have a friend that is a retail manager at MOTB and she said that they have been told a major retailer (like Macy's) is coming to the mall. Â They said that the store(s) they will be adding are none that are floating around in the rumor mill. Â If you look at the map this new mall is right where the truck stops currently are at the corner of 24th St & 23rd Ave.[/justify]
Isn't the main portion of this outlet mall on the empty land between the truck stop area and the Horseshoe Casino? After looking at the map it looks like the pad sites are directly on top of the truck stop. I believe all of the businesses on that side of 24th street are truck-related. I'll have to drive by there tomorrow and get another look. There is also cell tower just behind the truck stop. It would be surprising that they would demolish the truck stop It would mean a lot of investment in the area. With the proposed adventure park/hotel and this, the area will be booming. It is remarkable to see the development in Council Bluffs in the last year or so.

In another thread, this is discussed. Â When the City widens 24th Street north of the interstate, they will be having to acquire additional ROW, and the west side is where I've always heard, so this ties into that.Jason4225 wrote:I was just discussing this development with a coworker. A major outlet mall may be on its way to Council Bluffs.
The outlet center, Designer Outlets of MidAmerica, would be built on about 50 acres of land directly east of Horseshoe Casino, a site plan on developer Continental Real Estate Companies' Web site shows.
The target date for the center's opening is summer 2010.
The complex would have 450,000 square feet of retail space, which would come in an initial phase of 394,088 square feet and a second phase of 48,000 square feet. The main area of about 45 acres could be supplemented by retail pads on an additional 10 acres. . . .

Developer releases more details on designer mall
Continental Retail Development released more details Friday on a retail outlet center the group plans to build next to Horseshoe Casino in Council Bluffs.
"The 450,000-square-foot Designer Outlets of MidAmerica will include a collection of more than 80 high-fashion outlet stores and restaurants on 47 acres," a press release from the company's public relations firm stated.
"Designer Outlets of MidAmerica will bring a who's who list of outlet manufacturers and retailers to the market," Continental President David Kass said. "The project will deliver brand names, great amenities and an unmatched shopping experience in an environment that is truly focused on the shopper. The project will be visually and architecturally distinctive and will emphasize proper scale, diverse merchandising, extensive landscaping and inviting storefronts." . . .

**Interesting, they are stated that because of all the attractions within five miles, that they selected a 'super-regional destination'**
Continental Real Estate sees the site near the intersection of Interstates 80 and 29 as a good hot spot.
"We love the location," says Kass. "More than 15 million people visit the zoo, casinos, museums, sports venues, Old Market and Bass Pro Shop annually. These attractions are all located within five miles of our site, making this a true super-regional destination."
According to Kass, the retailers and restaurants that Continental is working with love the site too. "They realize there is not another outlet project within 200 miles that has the same critical mass, regional draw or accessibility that our project has."
Continental is scheduled to break ground on the project in fall 2009 with completion slated for summer of 2010.

Bluffs mayor to detail mall plan

A letter of intent to be presented Monday to the Council Bluffs City Council gives a fuller picture of the plans behind Designer Outlets of MidAmerica, scheduled to break ground in 2009.
According to the nonbinding document, which is up for the council's approval, Continental Iowa Outlets LLC expects the development to have a minimum taxable valuation of $74 million.
The letter, which is signed by Council Bluffs Mayor Tom Hanafan, said the city would provide grants of $14 million to the company. The document sets several construction deadlines for the company to receive portions of the money.
The project would be finished no later than Dec. 31, 2012.
According to Hanafan's proposal, the city would spend $2 million to purchase a portion of the Sapp Brothers Travel Center necessary to widen 24th Street, and widen and improve the street.
The letter requests that the entire site be classified a planned commercial district.
Hanafan said Friday that he has worked with the developers for nearly a year. Retailers at the new shopping center would be "top-end," and the mall would be a regional as well as a local draw, he added.
The developers' decision to build the 450,000-square-foot mall on 47 acres near the intersection of Interstates 80 and 29 came, in part, because of what's happening across the river in Omaha, Hanafan said, citing the decision to build a ballpark downtown and ongoing expansion at Henry Doorly Zoo.
"There are just so many things in the metro area that that makes a difference," he said.

Outlet mall moving forward
The Council Bluffs City Council approved a letter of intent Monday to form a development agreement with Continental Iowa Outlets LLC, which plans to build an outlet mall next to Horseshoe Casino. A resolution authorizing the mayor to execute the letter passed unanimously with all Council members present. . .
The company could not get financing for the project without having a high percentage of the space already leased to tenants, Kass said.
"That's a moving target; but, right now, it would be at least 60 percent," he said. . . .
Under the terms of the letter of intent, Continental would have to complete construction of 370,000 square feet of retail space by no later than Dec. 31, 2012, with the finished development having a taxable valuation of at least $74 million. The developer would have to submit enough tenant information to show the feasibility and outlet focus of the project.
The City would provide $14 million in grants, plus up to $25.8 million in local option sales tax revenue, and widen and improve the adjacent section of South 24th Street at its own expense.
The City would award 60 percent of the grant money, or $8.4 million, after 60 percent of the shopping center was in finished condition by Dec. 31, 2011, providing that the 225,000 square feet are assessed at $35.4 million. Finished condition means the shell retail bays are complete and ready to be turned over to the tenants for finishes and fixtures.
The next 20 percent, or 2.8 million, would be awarded after an additional 20 percent reached finished condition, assuming a minimum assessment of $47.2 million. The final 20 percent would be granted after the last 20 percent of the project was in finished condition and assessed at $59 million and subject to 11 acres of out lots being platted and/or subdivided with a minimum assessment of $15 million by Dec. 31, 2012.
The grants would be paid within 120 days after the City approves the developer's certification that the property is in finished condition and the county assessor confirms the minimum assessments.
The city would also provide a portion of local option sales tax up to a maximum of $1.3 million per year and an overall maximum of $25.8 million. . .
Continental has contracts to purchase two parcels of property totaling 56 acres west of South 24th and north of Interstate 80/29. Before the company's development agreement with the City were executed, the developer would acquire the two parcels, prepare the site for development and build retail space that would focus on high-end retail outlet stores. In addition, the project would create 11 acres of out lots to be sold or leased for restaurants, retail businesses or lodging and accommodations.

As far as I know, the City is still proceeding with property acquisitions, as they were planned before this anyway. Â As to the outlet mall, I haven't heard anything to indicate it's not happening, as far as I know, ground-breaking is still on tap for later this year (maybe September).
