My hometown did something like this recently. They built a new highschool library in conjunction with the County so that it was open to the public. My understanding is the public can only access computers in one area of the library while school is in session.

If they do like they did with metro and the LaVista Library, it should work out good. School on one side, library one the other, commons in the middle.
