Brinker Harding responded to me and said a similar thing. The tax is only on properties that are owned by Clarity and Greenslate or business owners who opt in to it. Unfortunately/fortunately, that is a vast majority of the buildings in this area. So - basically - the two developers are going to charge their tenants more to rent (or, as a business owner, you are willingly giving money to Greenslate/Clarity to fund it), but they're calling it a "tax." 50,000 people would assume 67% occupancy and 1 person per room. (204 rooms * 365 days = 74,460 rooms/annually / 50,000 = 67%) I think the national average is somewhere around 70% occupancy rate.
Even though I understand it more, I'm still not a huge proponent of masking it as a tax. Move up your rents, have the businesses then increase the prices. Don't mask what you're doing through a tax. I'd still rather eat at Block 16 over every restaurant in Blackstone.
