Looks like the proposal for the house and lot on 40th and Harney is a demo and build a small building >800 SF with the rest being a huge outdoor patio.

I agree. these elevated patios are cool. Maybe they'll be a fad, I don't know. But I think they're cool.

I'd be shocked if they're a passing fad. They've been around for awhile in many cities, we just haven't seen many. TIF request for the empty lots NE of 40th and Harney on the planning board agenda. It is supposed to be a second location for Barchen.
