It's easy to complain about things one doesn’t understand - I hear it about construction, weather prediction, computers etc. Maybe they needed to let the ground settle. It was a pond for many years, it seems logical that it may sink some over time and it would be dumb to start anything while that is happening. There are a lot of factors in projects like this we on the outside just don't know.

In any case, I took a stab that he recently moved downtown in 2018/2019 and was under the impression he lived in the Capitol District Apartments.. Regardless..the point, which he states he didn’t get, was this- nobody forced him to move downtown; and if he’s that unhappy with the current surroundings..no one is putting a gun to his head. Move out and on already.. Skedaddle!..
Additionally, he has no factual proof to back his clams that little to no work is being done on this project.. It’s his Sidewalk Supervisor untrained OPINION based on his untrained observations he states are “facts”.. Of course, that’s baloney and everyone here sees that..

Second, the building that forms the West terminus would be world class architecture. Shorter than the red towers. Majority of it public space, Think Arc De Defense in Paris. Or, Statoil offices in Fornebu, Oslo. (On a smaller scale)
I like the idea of expanding the pedestrian walkway parts of the bridge. How would the 10th and Harney intersection be made part of the mall?
10th Street bridge ... enlarge it, to make it more pedestrian friendly. The bridge is the connection between Convention Center and Old Market. Create something beyond a choke point. Something a bride might use for wedding photos.

So you are wanting to break apart the mall with a street? Why? Pedestrians can walk the one block across to reach either side and cars can drive one block down to get to the other side?
Tear down the Big Gray Wall on the Mall. Reopen 12th St to Old Market. Okay, not immediately realistic, but imagine something unique and of smaller scale to complement the Holland Center across the Mall. Where the OM is not separate.
To me the only way the dog park seems too big is if you break the mall apart like you suggested. Otherwise, it's a nice amenity to have that could play a small role in attracting more residents and residential development.
The Mall ... First, plant Bentgrass, or a hybrid Bermuda. not Rye or Blugrass. A pavilion/stage? No.
Dog Park? While I like the concept, I question if it would really be worthwhile. Most Dog Parks are big. They are easily over 1/3 to 1/2 of a city block. They also become rutted and quickly are just dirt and weeds. Right idea, wrong place? And I’m a dog person!
Heat the sidewalks when it snows. Keep the salt/brine out. Install solar lighting on pathways.
Keep the slide. Play area.

You also didn't say the dog park was too small, but mentioned how big most dog parks are. The planned dog park is definitely longer than 100 feet. I live in downtown Salt Lake and our building has 1,000 people with half having dogs, big dogs. We have 2 and one of them is a 60 lb blue heeler/labradoodle mix. Our dog park is smaller than the one planned at the GLM and most dogs at our place are as big or bigger than ours. 12th St .. I did NOT say reopen 12th St across the mall. I said that by tearing down the gray monster you could reopen the part of 12th St where that monolith now sits, thus reopen that connection from OM to the park. It hardly implied “breaking up” the mall. However ... the monolith would make the perfect site for proposed Science Center.
World class building ... where did I say it would be a useless structure? The examples I cited are buildings that have a purpose and actively perform a function.
Harney St .. meant to say Farnam. But making it a part of the mall ... you expand the park a bit. Realign streets a bit and create some curvature.
As for the rest of people’s complaints ... not a one can answer my questions about the longevity of this project. Only one person has offered anything beyond “because mom said so”. And that one other answer has been adequately beaten back.

We also have the Riverfront Revitalization web page which gives everyone a detailed time-table for completion of all 3 phases of the plan..

Really, it is difficult to give specific answer to your questions until my questions have specific answers. To wit ... why does it take so long? And the only answer has been Dad telling me “because mom said so”.
I have seen them dig a hole, fill the whole. Dig a hole in the same spot, fill it again. And then did the whole a third time.
The section from 10th to 14th was fallow from May through September. Nobody to explain that. In October, they start digging again.
Completion dates change. Why? “Because mom said so”. It’s a drought year so we can’t blame the weather.
Dad is proud to point out signage that proclaims a “2022 Completion”. Not only a year later than originally promised, but they have given themselves a 12 month window. The end of 2022 ... 2 years away! Project start .. winter 2019.
Basically, they are telling you it is almost 4 years to build an essentially flat Park that is 4 blocks long. The Öresund Bridge from Copenhagen to Sweden was built in 4 years. 7 miles. Under sea tunnels, built an island, and special railroad lines. Is the GLM equally complicated?
