Residential Plumbing Permit

New to this board, so just throwing this out there. I wasn't able to reach the permits Plumbing division today. I need to know if a homeowner may be granted a plumbing permit, with inspections, for a basement finish project. I know this is possible for a homeowner for Electrical, if the limitations are abided by.
I'm only engaging previously installed sewer rough-ins for a shower and toilet. No new waste work. Then adding to existing CPVC lines for water.
Anyone applied for such a homeowner Plumbing permit ?

I don’t know about the permit, but I thought water lines in Omaha were required to be copper?

Doesn't say what jurisdiction he is in....
For the record  NEBUGEATER does not equal BUGEATER    !!!!!!!
