What's the deal with the "GREEN MEADOWS" Subdivision

What's the deal with the "GREEN MEADOWS" Subdivision out on Blondo between 135th and 141st? I always thought it was strange how it had so many empty lots. However tonight I was looking at old aerial maps, I noticed the roads were in before 1962. Then I went and looked up the plat and it was signed in 1957. It would have been "way out there" in 1957.

So is there any reason it never filled in?
Do all lots have access to Sanitary Sewer?

This exact question got asked a few weeks ago on the Omaha subreddit. They then link a 2 year old thread which in turn links to an eOmaha thread from 2006, but tldr, SID went bankrupt during the development process and so it’s connected to no city services and any new home would have to pay for a connection, which is very expensive.

Interesting. That said, It's still technically an SID, Douglas County SID# 494.
