195th and Blondo Parkway - What's Going On?

I noticed that there is a lot of earth being moved just west of the apartments at 192nd / Blondo (West Hampton Apts I think?). It looks like maybe they are extending Blondo Parkway all the way through to 204th Street, and building SOMETHING. Anyone know what this is? More apartments, single family homes, industrial? All of the above?

The apartment developer does have more to build but I think for now there are drainage improvements being done and some paving and temporary accesses being built.
