According to DOGIS, that land is owned by MUD. Seems it was leased out for wireless towers and they used eminent domain to evict them for an OPPD station - "Standing Bear Lake Station":

Power with Purpose is OPPD’s solar + natural gas project that moves us toward our goal of net-zero carbon production by 2050 and supports OPPD's unwavering mission to provide affordable, reliable and environmentally sensitive energy services to customers. Standing Bear Lake Station is one of this initiative’s backup natural gas plants.
Standing Bear Lake Station will be located near North 120th Street and Military Road. It will include nine reciprocating engines for generation, along with a substation for transmission.
Standing Bear Lake Station will be used to balance the energy load as appropriate and the plant will run only as needed, per market conditions (estimated at less than 15% of the time).
