The linked chart cites percentage of UOPA reported in poor condition. UOPA is defined in the report as:
Though, in the technical notes they did quantify their poor rating as "220 inches per mile or higher for “poor” mileage", which maths out to be a mere 0.347% of a given mile of road. Less than 20ft of crappy pavement, of which it will take .21 seconds to traverse at 65mph, will flag the entire mile as being in poor condition.
However, the definition of "urban region" is not defined, which makes for an interesting interpretation for the reader about what roads would qualify. Especially when you've got Nebraska and California, polar opposites in so many ways, right next to each other on the list. Does that include the tri-cities area as an urban region, 275 to and around Fremont, I80 between Omaha and Lincoln?Urban other principal arterials (UOPA) are four- to eight-lane highways connecting different parts of an urban region.
