If a city gets enough of these “proposals”, some may eventually get built . I believe the two highrises planned in Des Moines are delayed and one of them might be canceled. Likewise Lincoln is starting to get more proposals for highrises recently , maybe even more than Omaha has gotten in the past few years. And I would suspect some, but not all of these proposals in Lincoln will get built. We are already seeing this with the Lincoln highrise currently being built into the side of a parking garage. The Lanoha tower is the only highrise proposal I can think of for Omaha right now, while Lincoln has at least three and Des Moines two. Omaha needs more downtown highrise proposals. While most will not get built, some might.
If you broaden the definition of 'high-rise', Omaha's downtown has had a few proposals/projects over that last 5 years or so. If we follow Emporis standards, a high rise is anything between 35-100m in architectural height, or 12 floors and above. Using that metric, the last completed 'high-rise' project in downtown was the Capitol District hotel and apartments. In terms of proposals, the cancelled HDR HQ would have been a 'high-rise,' Lanoha, of course, and the previous design for the justice center (was 12 stories, now planned for

There is also the predevelopment project, the Regent (19 floors), and the River's Edge condo/apartment project, which is down to a single tower, but is planned with a couple levels of parking and 13 floors of residential. Also, the Kiewit HQ might get close of the 35m minimum, but it would be a stretch. Only a few would be 200+ feet, but there have been proposals, most just haven't gone through (yet).
