Came across this interesting project while reviewing council agendas. Ordinance was recently passed, despite neighbor's complaints about possible increase in traffic, to amend zoning map for essentially a PUR overlay for this property. The neighborhood is primarily SFH, so there was some obvious push back. Interestingly, the owner is going to build and then sell the property to investors, so it will be a missing middle apartment project. Unfortunately, the street facing design is a monstrosity. Additionally, I am not familiar with the zoning or building codes in Council Bluffs, but with a lot this deep, this really should have been oriented North to South. Not familiar with zoning either, but I grew up not far from here and always thought that those houses had huge back yards.
