Bellevue is committed to throw in $4 million for the project. Ted Carter says he has a list of contractors already showing interest in leasing space there. And there's a potential for 3-500 jobs. This could be a really good move for Bellevue.The State of Nebraska might pitch in $20 million toward a proposed $80 million innovation and research hub that would strengthen national defense and house hundreds of local professionals earning six-figure salaries.
Introduced by State Sen. Mike McDonnell, Legislative Bill 1232 was described as an opportunity to help create a rare public-private facility, in Bellevue, that would prop up the local and state economies, as well as the U.S. Strategic Command’s NC3 operations.
NC3 refers to nuclear command, control and communications — and the new facility likely would be called the NC3 Enterprise Center, McDonnell said.
Several supporters of the proposed facility, whose specific location was not disclosed, spoke in favor of the state financial boost during a public hearing Thursday before the Appropriations Committee.

State money paying for 300 jobs (if they even materialize) with $80 million is ridiculous. Boondoggles like paying $250,000+ per job to help people who don't need any help are a big part of why the state is uncompetitive in so many areas. This is tax money that comes from the rest of us.

Just to clarify, the article states that the State would put up to $20 million and the City of Bellevue $4 million, to get the $80 million facility built. The rest of the cost, or $56 million, would be privately funded and state funds don't kick in until private funds are secured. Moving Forward - A Look at Projects Around the City | November 18, 2022
As I reflect back on these past four years and all the snow, floods, and worldwide pandemic, I am happy to report Bellevue is steadfast on its course.
At sites throughout the city, you are seeing dirt turned. Whether it’s at Fairview Road and Highway 75, 54th and Highway 370, 35th and Chandler, 23rd and Cornhusker, Washington and Mission Avenue, 25th and Capehart, or Offutt Air Force Base, you can realize Bellevue is changing. Changing for the better. We are transforming from that sleepy little bedroom community to a metropolitan class city. Bellevue is the second largest city in the Metro area, now surpassing Council Bluffs in population.

The NC3 Project is a $200 million commercial development being constructed at the southwest corner of Highway 34 and 75. Starting at 13 acres, with the ability to expand to 60 acres, the project will create up to 500 jobs, starting over $100K
Our goal is not to be big but to offer the services a metro-class city deserves and lessen the load of high property taxes. Some of these services include additional retail like that being planned in the Bridge Flats in our new Frontier District in Olde Towne Bellevue that adds 18,000 ft.² of retail with 53 apartments above, a $200 million office complex at Highway 34 and 75, a potential new entertainment district which includes a regional water park with a Natatorium, Racetrack/Casino, and other entertainment venues including multiple hotels, Papillion Sanitation’s headquarters relocating to Bellevue, an extension of Lakewood Villages, commercial development at Fort Crook Road and Cornhusker, or just simply improving our infrastructure.

Bellevue is thriving and our future looks amazing. For instance, a regional water park and natatorium that will draw regional interest and provide year-round recreation for our residents. New industry that will expand our tax base and help alleviate our property tax burden. Huge improvements to our infrastructure like the 36th Street widening project. A new library currently being constructed to meet our growing city’s needs. These are just a few projects that are making Bellevue better.

Even though we are in the information age it seems like people receive less information. I have made it my goal to make sure our citizens are informed about what is going on in the city. We have mailed out an annual report for two years but we are now working to provide a quarterly report as well.

That would be awesome if Bellevue could develop a regional waterpark. There really isn't any great place to go that offers slides, a pool and other water features year round. It would be a huge draw for the city of Bellevue and the Omaha area if done right.

Bellevue cuts ribbon on phase 1 of 36th Street improvement project
BELLEVUE, Neb. (WOWT) - Bellevue city officials cut the ribbon Monday morning celebrating the completion of phase one of the 36th Street improvement project that runs south of Highway 370. The work replaced a two-lane asphalt road and made it safer and more efficient to travel.

Glad to see this open, but as someone who takes this street numerous times per week I can tell you it was a complete mess during construction. And by the way, construction started 3 years ago. There were so many good days where not one single worker was present and then we would get rain or snow and on a Sunday night and there were 20-30 workers present.
Just curious how they completely rebuilt 880 north of Omaha in a few months and this has taken 3 years and there is still a north and southern component that are proposed as well. They didn’t mention but it is supposed to go south to platteview rd.

I chose to live in Bellevue two years ago over going to anything out on the Western side of Omaha. I can get to downtown in 12 minutes with no traffic from Fairview Rd. or 20 with traffic. I'll take this area, even for development, than trying to navigate the hellscape that is anything West of 80/680 in Omaha. If you live on the East side of town, getting to the Western reaches of NW Omaha could literally be a 45 minute drive with poor interstate access and poorly road systems.

Just received the city booklet listing upcoming developments for Bellevue and this project is expected to start in Spring 2024.
They also mentioned that the water park is still a go, along with hotels and other retail destinations. That according to the article should break ground this summer (we shall see)

Word around town is that they cherry picked a consultant to do a friendly feasibility study and this all hinges on a casino development. I actually really agree with this. I live in Bellevue and I live a mile from where this is supposed to go. There is NOTHING OUT THERE. It's closer to La Platte than Bellevue proper. It's almost as close to Plattsmouth as Bellevue. If you don't have the density, whatever you put out there will fail. Omaha people will not support a destination in Bellevue. They just won't. You can't get NW Omaha, Elkhorn, Papillion, or Gretna people to leave "their bubble" for anything. Belllevue needs to work on its downtown core before doing any of these other projects. This is kind of insane if you can't redevelop your own downtown, which has a ton of potential.

The problem with Bellevue's downtown is the lack of traffic. Downtown Omaha has several major roads passing through or by it. Benson has Maple. Elkhorn's downtown has Hwy 31/204th as well as Maple. Papillion's downtown has 84th and Hwy 370. Bellevue's downtown has nothing like that. Mission Avenue is a bit of a joke for funneling traffic in to Olde Towne Bellevue. Also, it's not like a lot of traffic is pouring across the Bellevue Toll Bridge either. It's a hassle just to get from Hwy 75 to Olde Towne. I'm not even sure how (if) they can fix that problem. Olde Towne prospered when Bellevue was still somewhat isolated from the rest of the metro and so it had a captive audience. Maybe the lack of traffic should be played to as a strength, meaning creating a commercial district with enhanced pedestrian and bike infrastructure. Keep cars slow through the district. Instead of making it a come and park destination, make it a livable, vibrant neighborhood district that serves Old Bellevue. Increase housing opportunities, create more public space, space for retailers. With the right vision Old Towne Bellevue could be much more vibrant, but it doesn't have to look like La Vista's artificial City Centre 'downtown'. That is a great idea....they need to play to their strengths. Like Chad mentioned, I don't think there is any easy way to get traffic from 75 to Old Towne. Make it more pedestrian friendly and cater to that.

It's a hindrance, but not a hard stop. You need to find a way to carve a niche if you don't have strong natural car traffic. Make yourself a destination in and of itself. From the heart of Omaha, Bellevue is a closer drive than West Omaha, but you're battling certain perceptions like a historically overzealous police force (which I don't find to be as true anymore) that made people less likely to frequent bars in Bellevue. But, with the lower rent in Bellevue, we've already seen them have some really interesting restaurant concepts. You can play off of that and continue it. Build it out like a small little village with unique shops, restaurants, and bars. Make it a destination that's worth getting off the beaten path for. Create incentives for small businesses to locate there. Make the downtown actually pretty. It was one of the ugliest, most dilapidated downtowns in the area for most of the 90's, 00's, and 10's. But, there was a time where Benson was considered ugly, unsafe, and dilapidated. Plattsmouth has maintained an incredible downtown despite being a bit of pain to get to off of Hwy 75. Bellevue tore down the City Hall and there is now just a dirt lot sitting in its downtown core going on almost 4 years. And despite the City always talking about something bigger and better when the plan inevitably goes south nothing ever happens. I feel like a bit of Bellevue’s problem is that it doesn’t have a true urban downtown. Ralston has one, Papillion has one, even La Vista is building one from scratch. You need to have a bit of a base going to be a successful urban district. Blackstone and even Ralston are prime examples of this over the last few years, while Millard is an example of the opposite to an extent.

I don't buy this. Bellevue has continued to disinvest from Olde Towne. It has downtown that can be connected to the riverfront and to two great parks and that is in one of the densest neighborhoods in Bellevue. If Bellevue could keep their eye on the ball and get some investment moving forward in Olde Towne there is great potential to build up momentum with all the affordable housing around. Instead they just keep focusing on development on the fringes of their community. Highway 34/75 are not even on the radar of most people in the Omaha Metro and yet they are hyping it up as an entertainment district. It is absurd.
And then no one seems to bat an eye on that fact that the Mayor still owns the property on the northwest corner. Seems questionable to focus on all this development here when the Mayor has a clear conflict of interest in raising the property value here.

Construction Boom: Commercial Projects Fuel Sarpy County
For the first half of the year, Sarpy County has had over $670 million in building permit valuation, according to Mike Rooks, executive director of Grow Sarpy.
Those projects include Bellevue University’s Field House at $18.3 million, HH KIA at $15.6 million, two Papillion Sanitation buildings at $11.5 million, Smash Park Entertainment at $6 million, HH Shine Shop at $4.3 million, and the Springfield Library Renovation at $2.2 million.
Bellevue:
The U.S. Highway 34 and U.S. Highway 75 interchange will be Bellevue’s economic engine, according to Mayor Rusty Hike.
The NC3 Project, a $200-million commercial development that will start at 13 acres, with the ability to expand to 60 acres, is in progress on the southwest corner.
The city is building an entertainment area with an $80 million water park, including an Olympic-size pool and an auditorium with the capacity to seat 3,000 people. The park will have a recreational area with a retractable roof for year-round use.
Along U.S. 34, further toward the river, a couple of manufacturing facilities are looking at a sizeable amount of land.
“We’re talking anywhere from $500 million to $1 billion of investment just on the manufacturing side,” Hike said. “All together that interchange will probably have an additional $1 billion value in the next five years.”
The Sarpy County sewer system, to be completed in 2024, will service the area. Bellevue is working with the Metropolitan Utilities District (MUD) to bring in a water line—about an $18 million project—from 36th Street down the U.S. 34 corridor.
Offutt Airforce Base put in a new runway, and over the next five years is planning to invest another $1.5 billion. The city is working with Metro Transit to extend busing down Fort Crook Road.
Papillion:
The multi-tenant industrial space R&R Warehouse, buildings one and two, which were finished in April, added to the four already completed. The cost was $26 million for a total of 438,000 square feet, according to Trenton Albers, communication director for the city of Papillion.
Projects expected to wrap up in September include a $4.3 million, 200,000-square-foot Target remodel, and the $8 million, 70,000-square-foot, Sheltering Tree apartment community for adults with disabilities.
Google’s SRP4 Data Center No. 4., a $45 million, 170,000-square-foot facility is expected to be completed in the spring of 2024. The $15.6 million, 63,000-square-foot H&H Kia dealership is also set to open next spring.
The four-building, 148-unit, 148,000-square-foot Gold Coast Heights Apartment complex is expected to be completed late next year at a cost of $12 million. The Rotella’s cold storage facility is planned for completion by late 2024.
Vestara Apartments, a 12-building, 215,000-square-foot complex is expected to be completed by 2025 or 2026 at a cost of $20 million.

Sarpy County is definitely the center of growth for the metro area at this point in time.

Total investment estimated to be $600 million, including 1200 residential units, 220 hotel rooms, and 135k sq. ft. retail and professional space. The 6 story REACH building has a pricetag of $200 million.Roughly 45 farm acres in this military-heavy town are to be transformed into a rare “innovation hub” that supporters say would thrust Nebraska into the forefront of national cybersecurity efforts.
“It’s a huge, huge project, out-of-the-box thinking,” State Sen. Rita Sanders of Bellevue said of the proposed development northeast of Highways 75 and 34.
Dubbed “Prairie Hill Farm collaboration campus,” the public-private venture is headed by a team including the City of Bellevue and developer Burlington Capital and is to be located a quick drive from U.S. Strategic Command and Offutt Air Force Base.
Anchoring the campus would be a new six-story, uber-secure facility occupied by a blend of researchers, startups, private industry and defense contractors — some working on projects of a top secret nature.
Yet right outside that classified space would sprout a more public and pedestrian-friendly neighborhood of walking trails, retailers, hotels and residences.

I am getting kinda sick of these "pie in the sky" developments. Out of all of the cities in the metro, Bellevue is the least organized and offers the least for a city of over 60,000. They keep proposing these things but nothing ever comes from them. They still haven't even started construction for the one apt building in Old Towne that they have been talking about for 3-4 years.

Not bad looking! I appreciate the good concentration of greenery in the renderings, though I'd also like so get a bigger version of the site plan. I do think this has a better chance of happening than some other developments since it's just going to involve so much government $ and work with StatCom, but we'll see. Might just end up being the one building and not much else, depending. What other sorts of projects had Burlington Capitol led?

I've noticed renderings frequently show mature landscaping. Unfortunately, I feel like it gets bulldozed before it ever matures. I always applaud efforts to put trees in parking areas (both to green them up and for the shade), but before they can ever provide any meaningful break-up of the heat island or any useful shade they get bulldozed so the parking lot can be redone or an entirely new shopping plaza or business park put in. The number of <20 year old trees cut down in the industrial and commercial zones of a city must be astounding. In the worst cases, the trees don't make it a year as they get planted then abandoned. A new planting of a tree in a hot area like a parking lot during a dry spell is going to result in a dead tree that gets removed and often never replaced. I was gunna say, I thought the NC3 project was almost a done deal and it was going to be 5-6 stories.

This is the same project. The nc3 building is the main building in the prairie hills thing. It will be on the north east corner of 75 and 34. I have a property that that this article has implied Bellevue owns or is in communication with about owning. Neither are true. The only property owned is where the actual building will be built. Most people of Normandy/cedarview are strongly against change of any kind around them. When my parents bought the farm we own, they knew it would be developed eventually. It was obvious, where else are they supposed to go? While I do think this is a fantastic thing for Bellevue and the state, I also am concerned this will fall thru bc of investing and just lack of support. I mean olde town really went nowhere, which is why, I've heard, the investor pulled out and we are now left with a cement slab down there. Our downtown looks pathetic and sketchy and a bit ghost town like. It could potentially be beautiful with the riverfront there and the Bellevue rocks is at the park down there, one would think they'd like to build up the bones before expanding to all these grand ideas of water parks and shopping centers. No one comes to shop here. We don't even shop here. Lol the city council officials have eyes bigger than their bellies. This building is a for sure thing from what I understand, and it was required to only be minutes from the base so it's really the only location for it. So maybe stick with that, since you've got the funding for the building, bring the jobs and hopefully revenue in, get that casino over on Fairview up there, get the revenue, meanwhile, revamp olde town and then, by all means go on and build that waterpark, heck build 3 of them IDC bc hopefully we'll get an offer we can't refuse and we'll take our lil farm somewhere else.
All in all, great for Nebraskans, great for Bellevue. Just would be nice if there was or had been any sort of communication between the city/developers and land owners, as they've implied. Its not like we can just pack up and leave in 30 days or whatever. It's a bit more complicated. We've got livestock, equipment, feed, hay bales, fencing to take down, whole barns full of things, etc. it'll take time.
I just have a feeling with groundbreaking set for early spring this year, a few months basically, and not even a peep Bout it til this article, its not going to be any reasonable timeline. But we shall see.
