Note in the above picture this new level here being installed is at a different height from that of the top of the ramp on the north side of the core...

And since they don't line up, I'm guessing that like many parking garages I've been in, this one will have a one-way ramp going up, and a one-way ramp going down, one hugging the north side of the core and the other on the south side, which could explain the different elevations meeting on the west side of the core.
And perhaps then, every other level of the garage will be either oriented going up, or going down. Or something like that...
Garages can be real confusing mazes sometimes, if one didn't strictly follow the directional signs on the walls.

The garage eventually wraps around the front of the building once they get above "the grand entrance". The design shown in those plans is different from the tower being built. One notable change is the stairwell going down the center of the building, which might interfere with the original idea of wrapping around the front. You can see how the corners have changed as well, which you can see reflected in the garage.
It also appears the parking garage gained a couple floors when compared to background buildings, but it might just be a perspective thing.

looking at the scaffolding in the latest video, if the garage does wrap all the way around the front (East Side), its not doing it for at least another level or two. Its hard to judge from this angle, but the scaffolding appears to be 15-20 feet taller than the current garage floor they are building.

Correct, the lobby entrance of the building will be tall hence the tall scaffolding. However, between the garage entrance/exit level and the grand lobby the "typical parking plan" will indeed wrap around the front. Consider this, what else would that space in front of the building core and the front of the building be used for? The offices floors don't begin until they are above the garage structure. Yes, there will be a stair case between those typical parking floors. Does anyone have any idea what the west side of the tower will look like? Have any renderings or photos of an architectural model showing the west side ever been released? From what I can gather based on the floor plates it looks like it may be stepped back similar to the west side of the First National Tower…

The rebar that is green, is epoxy coated. It helps mitigate corrosion of the rebar. Since this is a parking garage they are using epoxy coated rebar in the slabs and beams. The rebar at the stair tower is not epoxy coated so it is the typical reddish brown color.
