Omaha Planning Board Agenda and Shortlist

I am just throwing some sources out there for everyone interested in seeing the documents we post for potential projects. Here are a couple links:

I wanted to share this because there is some lag between the agendas and posting of the public project submission documents and I thought it would be fun speculate what some of this agenda items might be. Also, I thought some of you might want to know where the TIF, PUD, and rezoning documents are posted for public view.

I just reviewed this month's agenda and there are several potentially interesting projects being reviewed, including something for the Miracle Hills Park Shopping Center and a swath of land south of Forest Lawn Cemetery. Also, there are a lot of small lots being disposed by the City in North Omaha. Probably for SFH development, but we shall see.

I was just looking at this earlier. There's a couple items that stood out. Item 7 seems to be related to the Spencer Homes project, but incorporates are much larger swath of land than I previously thought. Item 17 is interesting. It's a property that is vacant, but the rezoning from DS to CBD is an interesting development. Based on my rudimentary understanding, the primary difference between the two designations is FAR, going from 5.0 to 10.0. Maybe they are planning something big there? The owner owns 906 and 910 N 16th St and the adjacent surface lot on the north side along 16th St.

Nice. I am also interested to see the Urban Core Housing and Mobility plan that's up for review.

Omaha Planning Board greenlights four projects requesting tax-increment financing


Plans in Omaha for an office building, two apartment complexes and an affordable housing complex with a mixed-use building all received the initial go-ahead to receive tax-increment financing. The Omaha Planning Board approved the four separate projects at its Wednesday meeting. If the projects receive final approval from the Omaha City Council, they would receive nearly $25 million combined in tax-increment financing.

TIF projects advanced Wednesday include:

» A four-story office and commercial building is proposed for a space near 15th and Mike Fahey Streets.
» A five-story apartment building would rise near 48th and Dodge Streets, replacing nine single-family homes along with existing commercial buildings along Dodge Street.
» A 255-unit apartment building is slated for part of a now-vacant site near 72nd and Grover Streets. The site was formerly home to the Ramada Plaza CoCo Keys Water Resort.
» A proposed affordable housing complex on North 30th Street, which already received some approvals last month, is in line for nearly $2 million in tax-increment financing.

Just drove down to OKC and Dallas

First - I arrive to OKC and a mass shooting there, then arive to Dallas and a mass shooting happens there. That was nice

Second - holy |expletive| getting to OKC and Dallas doesn't take long at all by car. For the life of me, I was thinking it would take so much longer. I took Hwy75 to the Kansas toll way, then straight to FT Worth. I swear I could get to DFW in less than 8 hours by using this route and following the speed of traffic

Third - Outside of the core of the major cities, what the heck are these Texas cities doing with their growth? The roads are nice, but there is no pattern, no centralized areas of industry or commerce. It's just whatever goes. It makes finding something for convenience a much larger task than it has to be.

Finally - I have to state how lucky we are to live in a city where growth is not only appreciated, but strategitized. Down here in DWF, I am thinking of how dense our centers are and how concentrated and growingly more dense and convenient our suburbs are. There is no comparison how much the Omaha MSA feels like a real city, while this major population center seems designed with AAA roads and an urban design to force lots of gas usage to get around

I have my own opinions based on my experiences there but I’m pretty sure Texas would be 50th in my list of states I could live in.

I honestly did not expect this. When I was on my way here, I was excited to check the place out - to see a major, world class city.

What I got was a major, world-class population area with two midsized cities thrown in.

Just when my expectations for this state could not get any worse. This seals the deal.

Oh, I met someone from Omaha at my hotel. He had a similar experience.

Been a while since I was in Dallas/Ft Worth, (about 15 years ago) but I liked Ft. Worth much more. Dallas had some nice buildings downtown, but after 5 pm was a ghost town. So much sprawl everywhere, I can only imagine that it has gotten worse in that time since I was there.

I haven't been impressed with DFW either. Granted I've only been once about 10 years ago, but it lacks a certain je ne sais quoi reflective of how big it is. I mean if the metro had 2 or 3 million people it would be par for the course, but it has 7 million people and is the 4th largest metro in the US. It just seems like its thing is to be a capital for those who like big houses and big cars. And while DFW often attempts developments and infrastructure resembling that which is frequently found in cities of their size and class, I find they often can't get out of their own way and end up with something that is more akin to when Las Vegas tried to recreate Venice, New York, or Paris.

Just for everyone's information, the City posts the Planning Board's agenda through the Daily Record the Monday of the week before the scheduled meeting. No links or attachments, just the agenda. Anyway, here is next weeks agenda. Just scroll past the liquor license stuff.

Just a couple things that caught my eye. There is a project call The Nook at 8th and Pine. There is a property on the northeast corner that's owned by Bluestone. Looks like it will be another multifamily development.

The other is Southside Terrace stuff. I hope there are some updated renderings/site plans to dissect.

50th? There are worser southern states like Mississippi, Louisiana, Alabama, including all those states falling in decay, but still Texas would be on my lowest states to live in.

I was in Dallas for a full day do to an overstay, 2 months ago.
We went to downtown, there were too many highways snaking and poking through the downtown everywhere, and downtown being encircled by multiple highway loops.
Climate was unconfortable in the morning in mid spring, there was hardly any shade, we had to walk through plenty of baking hot parking lots. At noon, there were hardly anyone walking, ghost town, hardly anything of interesting to see. We had to walk long distances to go to restaurants.

Dallas may have a large metro area but this is an example how a large metro area, doesn't necessarily make a city truly vibrant.

The light rail to the airport was nice and that was one good thing about Dallas.

I wouldn't visit Dallas just for the sake of it or live in Dallas.

Haha I walked pass these lots a couple weeks ago and I thought to myself that it would be a good area for a multi-family project here. Great infill spot. Hope the developers are cognizant of the neighboring residential homes (parking garage, designated guest parking, good walking paths w/ landscaping)

Reviewing the pre meeting agenda from the daily record. There is one little thing that stood out to me for next week's meeting:
Approval of the ACI-Area of Civic Importance Overlay District, Northeast of Riverfront Drive and Gallup Drive
This is the large grassy field by Gallup Campus that I have mentioned a few times as a possible development site. Crossing my fingers we see what they are planning for here soon. Will be interesting to see what the application says. ACI is just to establish planning of urban design standards.

Off-topic, but Devon Tower and the downtown environs of OKC from this view reminds me of DTO when there was just the Woodman tower sticking out like a sore thumb.

I would like that for maybe a portion of this site at Gallup. The Gallup property has maybe 16 acres of developable land versus the 150 acres that make up the Wheeler District. I think something like the Wheeler District would be fantastic across the river at NP Dodge Golf Course. I think they can do something significant, but I am hoping for more density and height, especially since the eastern edge of the Gallup site could have nice views of the riverfront. Maybe a couple/few high rise condo/apartment buildings, ala the Riverfront Place Condominiums, along Gallup Drive and Aaron Ferer Plaza to take advantage of the Riverfront views? Then additional housing planned throughout, maybe more similar to Wheeler District scale housing/missing middle typology.

Looks like it was submitted by Taek Lee, which is Gallup's CFO. Since Gallup owns the land maybe he had to submit this or Gallup is behind the development.

I keep saying eliminate parking minimums, change setback rules, and shrink lot size requirements and we can have some amazing developments like Wheeler District. Another new urbanism development is Mueller in Austin, TX. A mix of single family, townhouses, mixed use apartments, public space, etc. It's ironic they just got a skate ribbon with sculptures they look like our Riverwalk parks. Maybe the same designer?

I think the space by Gallup needs to be more dense to match the Maker/Builder's District. But I would love to see a Wheeler/Mueller type of development in Carter Lake, Lake Manawa, or Bellevue. It's what Heartwood Preserve should have been.

Luckily there is nowhere near downtown where we messed up that bad that close to downtown where we could do this, that I can think of.

But it reminds me a bit of some of the development that happened near Little Italy.

Where this might make the most sense: First Ave in CB.

Or maybe near HWY 75 and Chandler Rd.

I missed this while looking at the daily record, but City planning board is also amending ADU regulations:
Approval of an amendment to Chapter 55, Zoning regarding Accessory dwelling units (ADUs), fence regulations in the street side yard, garage regulations in cluster subdivisions, compact car parking, automotive washing stacking, and retaining wall regulations, City of Omaha and the three-mile extraterritorial jurisdiction

In some neighborhoods, it's not allowed at all. Now they're typically only permitted in eastern parts of the city and along the ORBT bus line.

The city planning board plans to vote on changes to make it easier on Dec. 6, which would go to the city council if approved.

It would allow ADUs city wide, in some cases with approval from the planning board. Though some HOAs likely won't allow them. The board would also set requirements, like that they can't be sold separately from the main house.

kind of bummed they aren't posting exhibits for every agenda item anymore. Was trying to look at the 1904 Farnam TIF application from February, and it's not there.

That's the one I look at. But like I said, the March stuff wont be up until late next week. Usually the last Thursday or Friday of the month.

The planning board map seems to have been updated. It now shows everything since 2022 in a single map now by default, with the ability to specify month and year as an option for more specific searches. Very nice for being able to find documents if you don’t know the specific month something came across the planning board.

There's been times I've gone back years looking for something and it used to be really difficult. And going to a new month would reset your view. This new version is so much better!
