Looks like they’re doing some work to shore up the retaining wall along the back of this property. There’s some what appears to be new cement blocks and then some plywood probably for pouring concrete?

It might actually be 69th or so. An interesting pattern ive noted is that all the major roads reduce lanes somewhere around the 67th-70th mark. But that would be impossible.

I agree, something much better probably could be done, but I like to give it a chance that of the suitors, this is the best.
