Considering it’s closer to the airport than the downtown core, what is the maximum theoretical height they could built to on lot B?

I doubt it’s an issue. None of the runways point towards downtown and if it’s a fixed object that has beacons on the roof, I can’t see it being a problem. Runway 18 points towards about 30th St. in Council Bluffs. Small planes use 32R/14L and stay east of the airport. Big planes taking off on 14R or 18 usually hook around downtown and don’t turn west that sharp. Big Jets coming in on 36 or 32L are usually lined up with the runway by Fontenel Forest or Lake Manawa so that would also be a non-issue. There are some smaller cargo/mail planes that do seem to come in over downtown and then hard left into the airport, but that would be on them to adjust and not a future tower’s problem.

Im not gonna claim that in the best at spacial reasoning, but isnt Lot B far closer to the downtown core than the airport?

Also recall that the proposed 28 story Marriott, across the street from Lot B, is the Hilton spot.

Is there a plan for expanding the CC on the north side that's grass now? It was in the original plan.
