So back in the day, you could get a job at your local pool and thus net more cash. Now, you might be able to walk to a pool, but you are a noob and have to drive across town. Pools used to have swim lessons in the AM, pool hours, and adult lessons/family swim at night. You could get in a decent number of hours. Now, the pools are shut down for it being somewhat cool out. Lessons get cancelled and evening hours are cut. Combine that with the substantial amount of liability and responsibility a 15 year old is taking on, and there are just more places to go for better jobs.

We always joke that the lifeguards that aren't on duty are huddled around someone's phone staring at the weather radar so they can declare lightening in the area and kick everyone out of the pool. They really seem to delight in it. I've never seen that age group more safety obsessed than when they're life guarding and there's a 1% chance of thunderstorms. lol

Based off most pools in the area minimum or barely above it. I’m really sick of so many businesses complaining about not getting workers when they’re paying less than $10. I understand it’s a ridiculous cost to employers but if you’re going to complain you need to understand what the issue is.
